Operation Shalom is not a campaign with a completion date. It is a Spirit-responsive, eight-step cycle for carrying the gospel of peace into every community you inhabit — drawn from Jesus's deployment of the seventy in Luke 10, tested on the streets of Wall Street and communities across three continents.
The mandate comes from one of the most counterintuitive verses in Scripture: God telling Israelite exiles in Babylon — in the very empire that destroyed their city — to pray for it. To plant gardens. To seek its shalom. Because in its welfare, they would find their own.
The peacemaker does not wait for comfortable conditions. They go now, to the city they have been given, and carry the presence of the Prince of Peace into it.
Launch in My Community"Whenever you enter a town and they receive you, eat what is set before you. Heal the sick in it and say to them, 'The kingdom of God has come near to you.'" — Luke 10:8–9
These steps are not a rigid programme with a fixed timeline. They are a Spirit-responsive cycle that adapts to your specific context, community, and season of God's activity.
Break the enemy's grip before you go. Before connecting with any soul, prayer — and fasting when needed — must precede all outreach. "One cannot enter a strong man's house and take his possessions without first restraining the strong man." (Matthew 12:29)
Know the territory before you enter. Community assessment — sometimes called spiritual mapping — identifies the spiritual, social, economic, and demographic landscape. Walk the streets, listen to residents, ask the Holy Spirit what is not visible to the natural eye.
Be sent, not just willing. Peacemakers move at God's command, not their own schedule. Like the seventy in Luke 10 — strategically placed, empowered, and deployed with clear purpose. The harvest belongs to the Lord.
Find the Person of Peace. The Holy Spirit's pre-positioned ally in every community. When you meet them, speak shalom into their situation. If a son of peace is present, your peace will rest on them. If not, it returns to you — but you have still blessed the encounter.
Show the gospel before you speak it. Demonstration precedes declaration. People are not drawn to lifeless religion — they seek tangible encounter with a living God. "People do not care what you believe until they believe how much you care."
Proclaim the full gospel of the Kingdom. Not just forgiveness for the afterlife — the Kingdom of God available here and now. Lead to repentance, water baptism, and the fullness of the Holy Spirit. A half-lit lantern dims the Kingdom's glow.
Raise new peacemakers from the ground up. The person of peace today is the peacemaker of tomorrow. Invest one-on-one. Teach them to hear God, study Scripture, be filled with the Spirit, and find their own person of peace. The chain begins here.
Evaluate, celebrate, and iterate. When Jesus sent out the seventy, they reported back. He evaluated their experience and gave corrective feedback. Testimony is prophetic iteration — when shared in the Care Circle, it releases the same grace to happen again.
Before entering any community as a peacemaker, prayer walking carries the presence of God into specific geographical spaces — listening for what the Spirit reveals and declaring the Kingdom's arrival.
Pray for discernment before walking. Review any community knowledge you have. Go in pairs or small groups — never alone.
As you walk, look carefully. What does the physical environment reveal about the spiritual? What needs are visible? What gatherings exist?
Bless every home, school, hospital, and government building you pass. Speak Isaiah 61:1–3 over areas of visible brokenness.
Stop periodically in silence. Ask: "What do You want me to know about this place? Who should I speak to? What is not visible?"
Speak aloud (quietly): "The Kingdom of God has come near to this place. Peace to this street. The gates of hell will not prevail here."

Get ConnectedIn the early 1990s, Cali was headquarters of the world's largest drug cartel. A coalition of pastors began all-night prayer vigils across denominational lines. Drug lords surrendered. The cartel collapsed. Crime plummeted. The police chief was converted. Not through politics — through the prayers and presence of ordinary peacemakers.
A small Mayan town plagued by alcoholism and poverty was transformed through sustained prayer and house-to-house evangelism. The jail closed — no one to put in it. The soil began producing extraordinary harvests. Researchers from secular institutions came to study what had happened.
In 2008, a noon prayer ministry began in the Financial District in the aftermath of the global financial crisis. Then in 2011 our team entered Zuccotti Park during Occupy Wall Street — not to argue but to listen and love. Dozens encountered Jesus. Seeds were planted that are still bearing fruit.
Remote village ministry across Asia demonstrated that Operation Shalom principles transfer across every culture. When peacemakers go in dependence on the Holy Spirit — demonstrating before declaring, finding persons of peace, discipling from the household outward — communities change.
